RELEASED


Dear Mr Chamberlain:

     As requested in your letter of April 3, 1970, we inquired into
whether Federal money had been used for the construction of St. Johns
High School in St Johns, Michigan   Our discussions with officials
of the Michigan Department of Education and of St Johns Public
School and our review of their records--including financial state-
ments prepared by a certified public accountant--revealed that funds
from the sale of bonds rather than Federal funds had been used to
finance the construction of the school

     We found that Federal funds had been used to assist in the pur-
chase of some equipment for the new school  St. Johns received reim-
bursements of $33,736 under title III of the National Defense
Education Act for purchases of science equipment and $1,923 under the
Vocational Education Act for purchases of other equipment  These
acts authorize reimbursement from Federal funds of 50 percent of the
costs of such equipment
