        Dear Mr. Taft.

             This is in reply to a memorandum from your office dated March 31,
        1970, forwarding a letter from Mr. Herbert B. Geltner concerning the
        amount of funds provided to the State of Ohio pursuant to section 402
        and 403 of the Highway Safety Act of 1966 (23 U.S.C. 402 and 403). The
        purpose of the act was to provide for a coordinated national highway
        safety program through financial assistance to the States to accelerate
        highway traffic safety programs   The National Highway Safety Bureau,
        Department of Transportation, was established to carry out the provi-
        sions of the act.

             Section 402 of the act requires each State to have a highway safety
        program approved by the Secretary of Transportation, which is designed
        to reduce traffic accidents, and the deaths, injuries, and property dam-
        age resulting therefrom. The programs are to be established in accord-
        ance with uniform standards promulgated by the Secretary of Ttansporta-
        tion. Standards have been developed by the Secretary, through the
        National Highway Safety Bureau, in the following areas relating to high-
        way safety.

             1. Periodic motor vehicle inspection
             2. Motor vehicle registration
             3. Motorcycle safety
             4. Driver education
             5. Driver lcensing
             6. Codeq and laws
             7. Traffic courts
             8. Alcohol in relation to highway safety
             9. Identification and surveillance of accident locations
             10. Traffic records
             11. Emergency medical services
             12. Highway design, construction, and maintenance
             13. Traffic control devices
             14. Pedestrian safety
             15. Police traffic services
             16. Debris hazard control and cleanup

             To accomplish the objectives set forth in section 402 as they relate
       to these safety standards, funds are made available by the Congress through
       the Federal-aid highway appropriation authorization acts and ale appor-
       tioned to the various States and to the District of Columbia and Puerto Rico
