     Dear Mrs. Boxer:

          In a January 30, 1984, letter, you and eight other Members
     of Congress expressed interest in determining the cost of the
     Department of Defense's (DOD) homosexual exclusion policy. As
     subsequently agreed with your staff, we obtained answers from DOD
     to 18 specific questions regarding the cost of enlisted personnel
     recruitment, training, prosecution, and replacement of active
     service members found to be homosexual and separated from the
     military. (See encl. I.) Similar data for officers was not
     derived because such a small number of officers are separated for
     homosexuality that no real trend could be presented. Some sum-
     mary officer data has been provided in enclosure II. We did not
     verify the accuracy or reliability nor analyze the information
     provided by DOD. Also provided is a copy of the DOD fact sheet
     that outlines DOD policy and its basis. (See encl. III.)

           In summary the enclosed data shows the following:

           --It is DOD policy that active duty men and women found to
             be homosexual must be separated from the military
             services. DOD believes that homosexuality is incompatible
             with military service because the presence of homosexuals
             in the military environment seriously impairs the
             accomplishment of the military mission.

          --During the last 10 years (1974-83), an average of 377,482
             people were inducted into the military each year, and an
             average of 393,018 service members were discharged.

           --During the last 10 years, the Department of Defense
             separated 14,311 members for homosexuality which accounted
             for less than four-tenths of one percent of the almost
             four million service members separated. During this
             period, homosexuality ranked 12th among the 14 dischage'
             categories.
