The legislation would change the way the General Ser- vices gdministration conducts its public buildings program. Some of the changes are in line with recommendations contained in our prior reports. Among other things, the proposed legis- lation would revise the method of financing public buildings construction and would require emphasis on the disclosure of GSA's long-range planning for its building program.
