The Secretary of Labor has found that the listed persons or firms have breached the agreements and representations required by the Walsh-Healey Act. The Secretary not having recommended otherwise, section 3 thereof directs that no contract shall be awarded to such persons or firms, or to any firm, corporation, partnership, or associa- tion in which such persons or firms have a controlling interest until three years have elapsed from the dates on which the Secretary deter- mined that such breaches occurred. Service Contract Act of 1965, 41 U.S.C. 351, et seq. 2 The Secretary of Labor has found that the listed persons or firms have breached the agreements and representations required by the Service Contract Act of 1965. The Secretary not having recommended otherwise, section 5(a) thereof directs that no contract shall be awarded to such persons or firms, or to any firm, corporation, partner- ship or association in which such persons or firms have a substantial interest until three years have elapsed from the date of publication of the list containing the name of such persons or firms. Davis-Bacon Act of August 30, 1935, 40 U.S.C. 276a 3 The Comptroller General of the United States has found that the listed persons or firms have disregarded their obligations to employees and subcontractors within the purview of the Davis-Bacon Act. Section 3(a) thereof directs that no contract shall be awarded to the persons or firms appearing on this list or to any firm, corporation, partnership, or association in which such persons or firms have an interest until three years have elapsed from the dates shown.
