                 Dear Mr. Russell:

                      Your letter of July 8, 1980, requests, on behalf
                 of your client, Markarian Bros. & Associates, that
                 we review the rplus gale procedures of the Air Forcej
                 and of prime contractors involved in the disposal of
                 surplus Government property, with emphasis on Lockheed
                 Georgia's practices.

                      In our decision in Markarian Bros. & Associates,
                 ,  B-198355, May 19, 1980, we dismissed a protest in-
                 volving this matter as it was not for consideration
                 under our Bid Protest Procedures (Procedures), 4 C.F.R.
                 part 20 (1980).

                      You now state that a review under our audit
 _4              authority, and not a protest, is what was intended.
                 Under our audit function, with limited resourceswe
                 review a broad spectrum of Federal activities. Con-
                 sequently, critical decisions concerning the efficacy
                 of each review in terms of obtaining the greatest
                 benefit for resource utilization must be made. We
                 do not believe that the information furnished by your
                 client warrants our review in that context in light
                 of the possible benefits vis-a-vis utilization of
                 personnel on other investigations.

                      However, as we pointed out in our decision
