The need for waiver in this in tance arses in con- -r nection with PA contrac - -2635 n regard to the development of data needed to set standards for coal gasi- fication processes which EPA anticipates will be commercially developed within the United States during the next decade. Specifically, EPA desires to sample and analyze effluent 4 streams at the Afr' es_a d Chemical Industries -_of South Africa, which operates the only known coal gasi 0 ication proc ss of its type, i.e. for the commercial manufacture of fertilizer. Krupp-Koppers would develcp the test plan and would sample and analyze data. Its involvement is considered particularly important by EPA because Krupp- Koppers holds proprietary rights to the processes which Would be studied. oo7J 2 o
