Dear Mr. Lundine:

     This is in further reference to your inqu'ry as
to the time limits that the Veterans Administration
has to issue a new solicitation in accordance with
our decision in Blue Bird Coach Lines, Inc., B-200616,
January 28, 1981, 81-1 CPD 51, recommending that the
agency's solicitation for ambulance and wheelchair
van transportation services be canceled and a new one
issued for the requirements.

     We are unaware of any time limits for the issuance
of a new solicitation pursuant to our recommendation
for corrective action. Rather, the decision whether to
issue a new solicitation depends upon the needs of the
Government at the time. In this regard, the Veterans
Administration advises us that following our decision
it drafted a new Aggregate Award clause and that pending
publication of the new clause all field units of the
agency were asked to use caution when issuing solicita-
tions permitting an aggregate award. Thus, the Veterans
Administration states that its local contracting officer
determined that the needs of the Government were best
served by delaying the issuance of a new solicitation
until the publication of a new Aggregate Award clause.

     In the meantime, the Veterans Administration
states that the contracting officer has been obtaining
the required transportation services on an interim
basis by soliciting quotes from companies in the local
area, including Blue Bird Coach Lines, Inc. Further,
the agency indicates that a new solicitation for these
services should be issued in the near future.
