Nevertheless, states re- ceive bills for Medicaid recipients who have coverage under health and liability in- surance. State Medicaid administrative systems often do not identify the liable insurers or redirect these medical bills to them. As a result, the Health Care Financing Administration estimates that Medicaid pays annually from $500 million to more than $1 billion that private insurers should be paying.
