     The U.S. Footwear Industries' Ability

     To Meet Military Mobilization Needs


     In the event of a major military mobilization,
     Defense may have problems in meeting its
     military footwear needs. Its prepositioned
     war reserve stocks of footwear, which are
     used during the initial stages of a conflict,
     are below requirements. Defense reports
     show that, once these stocks are depleted,
     the domestic rubber footwear industry
     would be unable to fully meet mobilization
     needs for rubber combat footwear. In addi-
     tion, reflecting its concern with the U.S.
     nonrubber footwear industry's loss of com-
     petitiveness due to foreign competition, De-
     fense has initiated a major evaluation of
     that industry's ability to meet mobilization
     needs.
