Implementation Of The National

Minerals And Materials Policy Needs

Better Coordination And Focus

When the Congress passed the National Materials
and Minerals Policy, Research and Development Act
of 1980, it expected that the generally ad hoc decision
and policy coordination used to develop and implement
national minerals and materials policy would be
replaced by a more formal mechanism. The act also
assigned reporting requirements to the President and
several agencies.

GAO has been monitoring and evaluating the admin-
istration's implementation of the 1980 act. In this
report, the last of three, GAO concludes that, while
the administration has started to implement the act,

--the mechanism established by the administration
  to ensure timely, high-level consideration of
  important minerals and materials policy issues has
  not provided the continuous decision and policy
  coordination required by the act and

  --the administration's response to the act's multiple
  reporting requirements has focused primarily on
  national security without adequately addressing
  the act's other two policy goals of economic well-
  being and industrial production.

GAO makes recommendations that address these
issues.
