      Dear Mr. McPherson:

           The enclosed report discusses AID's progress to date
      assisting the Government of Egypt in developing its private
      sector. We found that progress was limited by project design
      problems and local institutional support for the private
      sector. We also found that the experiences of the Egyptian
      program may be useful for developing private-sector programs for
      other countries.

           The report contains recommendations to you on pages 16 and
      35. As you know, 31 U.S.C. S720 requires the head of a Federal
      agency to submit a written statement on actions taken on our
      recommendations to the House Committee on Government Operations
      and the Senate Committee on Governmental Affairs not later than
      60 days after the date of the report and to the House and Senate
      Committees on Appropriations with the agency's first request for
      appropriations made more than 60 days after the date of the
      report.

           We are sending copies of the report to the Secretaries of
      State and Commerce, the Director, Office of Management and Bud-
      get, the President of the Overseas Private Investment Corpor-
      ation, the United States Trade Representative, and appropriate
      congressional committees.
