     The Department Of Energy's

     Procurement Information System:

     Expectations Have Not Been Realized

     T ae Department of Energy's procurement infor-
     Iation system (IPMIS), designed to track pro-
     c rement actions through all contract phases,

     -I-will cost at least 3-1/2 times the original
       estimates without fully realizing the expected
       benefits;
       --has not been, and may never be, effective;
       and

       -has been modified to eliminate the system's
       1 ability to track proourement planning data.
     The problems DOE encountered with IPMIS can
     bi traced to the fact that DOE did not follow
     normally accepted procedures for developing a
     management information system. Rather, it often
     made arbitrary decisions and rushed certain
     p hases of IPMIS' development.
     GAO recommends actions to help make IPMIS--
     row called the Procurement and Assistance
     Data System (PADS)--an effective and efficient
     procurement information system. The Depart-
     ment of Energy should follow accepted pro-
     cdures in developing any future management
     ifformation system. ]lJ111 ;l ll ll ll IIIl
