In a previous review GAO found Federal
electrical emergency preparedness pro-
grains and plans to be deficient. After 1
year, very little substantive progress has
been made at preparing the United States
to despond to a national or regional dis-
rup ion.

W  ile the Department of Energy and the
Fe eral Emergency Management Agency
ha • taken a few positive steps, Federal
ele trical emergency preparedness pro-
gre ms and plans have not been developed.
Wi hout a strong Federal role in electrical
energency preparedness, it may be diff icu It
to =nanage and restore electrical power if a
m jor disruption occurred because States
wi l not be able to deal with such an inci-
dent in an effective and timely manner. To
be !prepared, GAO believes the Department
of nergy and the Federal Emergency Man-
ag ment Agency should implement its pre-
vi us recommendations.
