IRS has several programs for deterring noncompliance but has relied mainly on the process of examining tax returns as a stim- ulus--a process that requires more than one-half of IRS' enforcement staff. Other programs might be more cost-effective, but IRS is not sure that its staff is appropriately allocated among these programs to obtain the maximum voluntary compliance and to substantially increase tax revenues. GAO recommends that IRS undertake re- search to better understand how its various compliance activities might best be struc- tured.
