Review Of Inspector General Functions

In Agency For International Development




AID's Inspector General faces serious prob-
lems in carrying out his responsibilities for
auditing and investigating AID's worldwide
programs and projects. Some of these prob-
lems are:
  --Insufficient and declining number of
    professional staff.

  --Severe cutbacks in travel funds.

  --Resistance by the Department of State
    in locating AID audit and investigative
    staff closer to the scene of develop-
    ment projects.
GAO also found that (1) the Inspector Gen-
eral's audit function needs to be reempha-
sized and communicated to the agency and
improved, (2) the Investigative and Inspec-
tion function is in need of better staff
resource management, and (3) improve-
ments should be made in the management
of the Inspector General's overseas physi-
cal security program.
