When the reclaimed silver was used to pro- duoe items such as batteries, and the bat- teries were sold to foreign countries, De- fense charged only the cost of reclaiming the! silver instead of the market value as req ,ired by law. At just three Defense loca- tio rs, GAO found over $2.3 million of silver unc erpricing in batteries that foreign gov- ernments had either bought or ordered. GA and Defense auditors have issued over 40 reports on Defense's poor pricing practices, but the failure to recover all recuired costs continues.
