Delays occur at each level of claims processing. GAO found that injured work- ers, their employing agencies, physicians, and Labor contribute substantially to delays. The average processing times from the date workers made the claims to the date of payment were 129 days for traumatic injuries and 270 days for occupational diseases. In most cases, the criteria allow 5 to 10 days, respec- tively, for workers and Federal agencies to submit claims and Labor 5 days to make payment. Labor has taken or has planned actions to help workers, Fed- eral agencies, and physicians become more aware of their rights, responsibilities, and roles in the injury compensation program. Labor has also taken or has planned actions to im- prove its claims processing. The effect of these actions on timeliness cannot yet be determined because some planned actions have not been implemented.
