This study discusses instances over the past 7
or 8 years in which State attempts to reduce
or terminate benefits or restrict eligibility un-
der their Medicaid programs have been delayed
or blocked in the Federal courts as being in-
consistent with Federal law and/or regula-
tions.

In view of the administration's proposal to
cap Federal financial participation in the
State-operated Medicaid programs and to give
the States more flexibility, this study identi-
fies the kinds of Federal requirements that
most often have been the subject of liti-
gation.
