Federal Records Management:

A History Of Neglect





Serious deficiencies with records management
have existed for years among Federal Govern-          114417
ment agencies. Examples abound of how the
Government could save millions of dollars
through better records management.

Oversight of records management has been in-
effective, and resources and management atten-
tion have been inadequate. However, some pro-
mising activities have occurred. The National
Archives and Records Service is moving to im-
prove its records management oversight, and
the Paperwork Reduction Act was enacted in
1980.
The act imposes broad policysetting and over-
sight responsibilities on the Office of Manage-
ment and Budget and requires reports to the
Congress on agency information management
activities.
This report should assist both the Congress and
the Office of Management and Budget in assess-
ing progress overcoming records management
problems under the new legislation.
