Better Use Can Be Made Of Federal

Professional Staff


The Federal Government is not realizing the
full potential of its professional staff. About
57 percent of the professionals GAO surveyed
said they spend a substantial portion of their
time on tasks which should be delegated if
support staff were available.

When professionals must do work which does
not require their skills and abilities
     --the quality of their work suffers,
     --a backlog of their professional duties
     develops,
     --the mission may not be accomplished,
     --job satisfaction is lower, and
     --developmental and job enrichment
     opportunities are limited.

GAO believes that, despite personnel con-
straints, agencies have opportunities for sub-
stantial improvements in productivity by em-
ploying a balanced mix of professionals and
support staff or automation. Agencies' work
force planning capabilities need to be im-
proved to achieve this and to convince the Con-
gress and the Administration that overly re-
strictive personnel constraints should  be
abolished.
