Although the Taft-Hartley Act directs the Service tc avoid mediating minor disputes when State services are available, it has not done so and it has not established co- o )erative agreements with States that have mediation ser- vi es. As a result, the Service has mediated many disputes that did not pose a threat to substantially interrupt com- rr erce. E en though the act specifically excludes State and local government disputes from its coverage, the Service has mediated such disputes and its involvement in them is ircreasing. G 0 recommends that the Service's Director ensure that c iteria for determining the need for the Service's involve- ent in disputes are properly applied and that the Director o )tain information on how mediators' time is used. G AO also recommends that Congress determine whether t e Service's involvement in State and local public em- ployee disputes is appropriate.
