Highway Safety Grant Program

Achieves Limited Success


Trafic accidents kill more than 50,000 peopleI


each year. Since 1966 the Department of
Transportation has administered a program                    113551
that has provided nearly $1.3 billion in Fed-
eral grants to State and local governments to
help reduce these accidents and related losses.
GA( assessed the Department's program and
con luded that

     --it needs direction from the Congress,

     --evaluations generally have not deter-
     mined whether funded projects effec-
     tively reduced accidents, and

     --many measures that are believed to
     improve highway safety are not im-
     plemented by the States.

GA   makes several recommendations to the
Secretary of Transportation to improve the
Federal administration of the program. GAO
also provides alternatives that the Congress
should consider in determining the Federal
Govornment's future role in highway safety.
