Speaker of the House of Representatives

     On August 27, 1980, the LPresident's twelfth special
message for fiz-ea yea' 198p) was transmitted to the Congress
pursuant to the Impoundment Control Act of 1974. The special
message proposed one new deferral of budget authority total-
ling $15.8 million and a revision to one previously transmit-
ted deferral increasing the amount deferred by $0.5 million
as follows:

     A technical adjustment should be made on the form docu-
menting D80-73 to reflect that the deferral of $15.8 million
is proposed for the entire year, rather than for part of year.
Agency officials told us that approximately $12.9 million of
the funds proposed for deferral are planned for obligation
in FY 1981 with the remaining $2.9 million being obligated in
later years. The special message also states that the remain-
ing $4.986 million available for obligation in FY 1980 will
be obligated in FY 1980 under present program plans. However,
agency officials told us that because of various program
delays, a portion of the funds apportioned for FY 1980 will
not be spent and, therefore, also will be carried over into
FY 1981.

menting D80-49A to reflect that the deferral involves funds
available for grants.
