Proposals For Enhancing DOD's Morale,

Welfare, And Recreation Construction

Program

facilities for military personnel is particularly

GAO believes that a need exists for

     --improved long-term project planning
and more central guidance; V. )

     --revised construction criteria to provide
more realistic guidance on how to ,
meet morale, welfare, and recreation V-
     needs; and

--more central funding of construction 0
     projects.
