To the President of the Senate and the
Speaker of the House of Representatives

     On June 18, 1980, the President's tenth special message for
fiscal year 1980 was transmitted to Congress pursuant to the
Impoundment Control Act of 1974. The special message proposed two
new deferrals of budget authority totalling $166.4 million and a
revision to one previously transmitted deferral increasing the
amount deferred by $20.6 million as follows:

          Urban Mass Transportation Fund
          (Interstate Transfers)

     Congress disapproved this deferral in the 1980 Supplemental
Appropriations and Rescission Bill which was enacted into law
on July 8, 1980 (Pub. L. 96-304). Representatives of the Office
of Management and Budget have told us that the funds were appor-
tioned to the Department of Transportation on July 9, 1980, and
that the funds were allotted to the program.
