Problems In Developing The

1980 Census Mail List

The results of the 1980 Decennial Census will
have national importance over the next dec-
ade: they will affect the distribution of seats
in Congress and billions of Federal dollars to
State and local governments.

Bureau of the Census' operational difficulties
in developing an accurate and complete mail
list (used for counting over 90 percent of the
population) have caused problems, including

     --delayed completion of the lists for
     rural and small urban areas, which
     caused the cancellation of a key Postal
     Service review;

     --limitations in address lists purchased
     for major urban areas from commercial
     mail list vendors; and

     --lack of controls over Postal Service re-
     views to insure the quality of the
     Bureau's mail lists.


In December 1979, GAO proposed to the
Bureau and the Postal Service the need for
quality controls for the remaining postal re-
views in developinq the list. The Postal Serv-
ice adopted this proposal to help identify
missing addresses.
