Stronger Federal Direction Needed

To Promote Better Use Of Present

Urban Transportation Systems


In 1975, the Federal Highway Administration
and the Urban Mass Transportation Adminis-
tration jointly issued regulations requiring ur-
ban areas to develop short-range transporta-
tion plans aimed at making better use of pre-
sent urban transportation systems.

The regulations, however, have not been as
effective as they could have been because:

    --The two Federal agencies have not ad-
    ministered the regulations consistently.

    --Urban areas have not been able to insti-
    tute planning processes that result in
    unified plans.

    i --Projects that have the most potential
    for improving the efficiency of existing
    transportation systems have not been
    widely adopted.

The Secretary of Transportation needs to
strengthen Federal administration of the reg-
ulaions.
