To determine the extent of these improve- ments--and whether the United States has benefited from increased participation in this process--GAO examines in this report the ex- perience of the United States in UNESCO (the United Nations Educational, Scientific and Cultural Organization), one of the most diversified and fastest growing of the U.N. group.
