Problems Confronting U.S. Urban

Railcar Manufacturers In The

International Market

Five of nine urban railcar orders partially
funded by the Urban Mass Transportation
Administration were awarded to foreign firms
during 1976-78. Foreign competition entering
the U.S. railcar market has raised concerns
about whether U.S. firms can compete and
has prompted one U.S. firm to commission
Gordian Associates Incorporated to study the
issue.


GAO reviewed the study's findings at the re-
quest of the Chairman, Subcommitte,e on
Transportation and Related Agencies, Senate   #
Committee on Appropriations.

GAO found that U.S. firms submitted accept-
able bids on only two of the five orders
awarded to foreign firms. GAO agrees with
Gordian that railcar markets in Europe,
Japan, and Canada are closed to U.S. railcar
firms and that, before a Buy America pro-
vision was included in recent transit legis-
lation, the U.S. urban railcar market was
open. GAO does not believe the study demon-
strated that U.S. firms are at a competitive
disadvantage.
