Reliable Local Unemployment

Estimates: A Challenge For Federal

And State Cooperation



This report discusses the Federal/State pro-
gram for estimating unemployment in thou-
sands of cities, counties, and towns. It focuses
on the reasons for the unreliability of current
statistics. It shows that errors in these figures
could mean differences of millions of dollars
in Federal assistance for some places.

Developing reliable local unemployment sta-
tistics is a formidable assignment, far from
being accomplished. Principally, what is
needed to improve the statistics is data to es-
tablish the proportions of local labor forces
(employed and unemployed) not covered by
the unemployment insurance system. State
roles in this cooperative program may have to
be expanded to develop such data. Labor has
work underway which will consider this mat-
ter and other possibilities for improving these
statistics.
