The absence of clear guidance and decisive intervention by the Community Services Administration con- tributed to these problems. In December 1978 the agency was dissolved. Closedown audits and investigations will con- tinue through the end of 1979, and perma- nent sponsors for essential health, child edu- cation, and social service programs have not been selected. The Community Services Administration should establish clear guidelines, reconciling Federal agencies' responsibilities to protect Government funds with the maintenance of local control. The Community Services Administration should also consider obtaining smaller community-based sponsors for com- munity action programs in the Los Angeles area.
