REPORT BY TEI11

COMPTROLLER

OF THE UNITED STATES

CONGRESSIONAL OVERS IGHT
REFORM PROPOSAL

GENERAL

The Chairman, Senate Committee on Rules
and Administration asked the Comptroller
General to develop suggestions for
improving the process by which Congress
oversees programs and decides whether
programs should be continued, modified
or terminated, in recognition of the
general objectives and features of the
various proposals that are pending in
the Congress. This report discusses
ways of strengthening the oversight
process, particularly the nature of
congressional review of broad policy
subjects.

We suggest (1) a requirement that over
an 8-year cycle programs and activities
be reviewed in policy subject areas
designated in biennial concurrent
resolutions on oversight, (2) a presump-
tion that any program which is not
reviewed during the 8-year cycle should
be considered for termination, and
(3) a mechanism by which individual
programs can be designated for reauthor-
ization which are not now subject to
the reauthorization process.
