Review Of The Department

Of Energy's Controversial

Termination Of A Research Contract



A contract to study the effects of low-level
radiation on workers in the Department of
Energy's nuclear facilities, begun in 1964, was
conducted by a University of Pittsburgh re-
searcher, Dr. Thomas Mancuso. On July 1,
1977, the contract was terminated and the
study transferred to three contractors largely
supported by the Department of Energy.

GAO's report discusses several controversial
aspects of this matter, including the termina-
tion and the transfer of the study. It was un-
dertaken at the request of the Chairman, Sub-
committee on Health and the Environment,
House Committee on Interstate and Foreign
Commerce.
