Be- cause of uncertain criteria, identification of these problem banks is largely a matter of subjective judgment. In addition, in the absence of headquarters guidance, the Corpo- ration's regions have differing criteria for identifying banks requiring special attention at the regional level. As a result there is no assurance that banks posing a similar degree of risk to the fund are being given the same supervisory attention. GAO recommends that specific and objective criteria be developed to improve indentifica- tion of problem banks and banks requiring regional attention. The Corporation publicly issues problem bank list data as one indication of the banking industry's condition.
