   To the President of the Senate and the
   Speaker of the House of Representatives

        On November 30, 1978, we received copies of the
   President's second special message for fiscal year 1979
   that was transmitted to the Congress pursuant to the
   Impoundment Control Act of 1974.

        The special message proposed a rescission of $75,000
   in budget authority for the salaries and expenses account
   of Foreign Claims Settlement Commission, four new deferrals
   totalling about $889 million, and revisions to two previ-
   ously proposed deferrals as follows.

        We note that pursuant to section 1011(5) ef the
   Impoundment Control Act, 31 U.S.C. 1401(5), the 45-day
   period specified for the consideration of a rescission
   bill will begin on the second day of the first session of
   the 96th Congress. Based upon tentative recess schedules
   for the 96th Congress, we estimate that the 45-day period
   of continuous session during which the funds may be with-
   held pending congressional consideratinn of a rescission
   bill will end on March 11, 1979.
