         Allegations were sade that mom  Aid to Pamilies with
Dependent Children (APDC program recipients in Penns1vania
were obtaining duplicate benefit payments by improperly claiming
nonureceipt of original benefit chockse. r I -stig and, obtaining
replacement checks, and then cashinq botk checks. two sytems
are currently used in Pennsylvania to rdace tbe inci m-_e; of
duplicate AFDC payments through Issuance of replaceent .checks:
the post office box system--a which checks are- nt to a post
office box and recipients umst appear, properly identify
themselves, and sign a rece.pt-and the direct delivery,
system--in which checks are sent to participating. banks where
recipients must appearL identify themselves, and sgn-, a receipt.
Chester and Lancaster Counties are taking action 7.to reduce the
incideat~ of dup icate payments through adopting the post office
box and direct. delivery systems, but replacement checksware
still issued to recipients who receive the checks by malol. a
review of selected ANC cases in Chester mad Lancaster Counties
showed that investigvions by the State Treasury Department
ured long after replacement checks we* issued. Regardless
of the amount involved In Individual cases little. collection of
duplicate payments is occurring. Collection letters are not
being mnt to all debtors on the manually operated claims
system, and many letters seat to debtors on the automated, claim
system have been returned because of Incorrect addressem..There
are few, If any, duplicate payment cams pending prosecution.

monltoring of PenasylvaniaGs activities in the area of duplicate
payment recopuent and should provide the necessary tenical
