Several issues in the Senate Governmental Af ,irs
Committee study on Zqderal regulation, Regulatory
Organization, verr discussed, and listings of GAO wor, on
Federal regulatory activities were provided. ith reference to a
recoamendation in the Comittee repot that GAO sbould assist in
interagency coordinaticn, GAO0s proper role would be to assist
the Congress in reviewing problems of interagency coordination
. a .her than to provide direct assistance. In relaticn to
recommendations in thau areas of food regulation, transportation
Fclicy and regulation, and energy policy and regulation, the
following comments were offered: the recommendation that Federal
food regulation should be assigned to a single agency has merit,
but the proper organizaticn to assume this responsibility could
not be deteined- legislation should be enacted to set a
national transportation policy, and steps should be taken to
improve the availability of budget information on the Federal
Government's role in transportation; and responsibility for
setting autcmobile fuel economy standards should be with the
Department of Energy, and the Congress should consider creating
a separate energy health and safety regulatory agency. Possible
conflicts were noted tetween the Economic Regulatory
Administration and the Federal Energy Regulatory Commission.
