 Federal Hiqhway Alministration (FHWA) .stimated that the
 expressway, not including a 6.3 mile n )rthern segment, will cost
 about $1.25 billion in 1975 dollars. kinal costs will defend on
 inflation rates. The expcesswayls ftture as of June 1978 was
 uncertain because FHWA had withdrawn its locatioa avd deslyn
 approval and requested a reeh,4luaticz. The 6.3 mile segment was
 withdrawn from the interstate systen in response to an
 application and, as a result, is no longer rligible for
 construction withi interstate funds. Substitute fundinq is
 available, but Illinois has no current plins for this
 construction. If the segment is built tithcut interstate funds,
 many proc,edural requirements for interstate highways w',uld sti.l
 ve to be satisfied. Costs of constructing Federal-aid k!4hways
 i.. Chicaqo are traditionally shared by the State, Chicago, Cook
 County, and the kederal Government. Under current clans and
 procedures, the Federal Government will pay 9C% of tie ccsts
 (about $1 billion) of the expressud) on the interstate system.
The State, county, and city share of tte costs could vary from
$4o million to $155 million each, depending on the irflaticn
rate and the awount of Federal particiraticn. State and city
officials did no  believe that & motor fuel tax increase would
