         Previous reports hive discussed shortcoming& n the
disability p~ovisicns of Federal and District cf Columbia
reti.uement proqrams. Action on recommendations made in irior
reports is still needed. Findings/Cc¢clusins- The number of
retirees receivinq civil service disability ansuities more than
dcubled from 1970 to 1977. The Civil Service Commlssion'i
(CSC's) interpretaticn of entitlement tc disability retirement
is bdsed on an employee's ability to perform specific functions,
and employees are not obligated to accept reassignairt. Within
the civil service retirement system, earlier and mo.:e generous
retirement benefits are authorized for federal law enforcement
and firefiqhter personnel. The costs cf Frcvidinq early
retirement benefits under the special netiremevt policy are over
50- qreater than they would be for rcqula: cptional retirement.
Seven retirement systems cover most   cde-.ai perscnne! and there
is wide variation in the disability previsions ct these systems.
The District of Columbia policy and fireven's retirement system
permits members to retire on disability for service-conEctad
disability or after 5 years for other disabilities. Cptional
rutirement benefits under this system are among the best in the
ccuntry, but most of the personnel have retired under the
system's Agqravation clause. Recomsemdaticns: The Congress
should: .nact leqislation that will encourage retention of
potentialli productive employees uader the civil service system;
revise this system's definition of eccccmic recovery to preclude
disability retirees from retainiDg annuities if they are earning
more than the current pay for their icruer jobs& study and
leqislate a resolution to the issue of using Federal tax returns
to verify reported income; reevaluate the need to continue the
special retirement policy, and it it is needed, reevaluate
eliqibility criteria; establish an overall Federal retirement
policy; and anact leqislation sakinr, nev faderal perscnael in
