         The Department of Defense (DCD) aretde over $2 killion
annually for such airc. aft depot maintenance as major overhaul
and repair or modification of components, engines, and
airframes. Findinqs/Conclusions: The Eeparate aircraft depoc
maintenance systems of the three military services wastf money,
personnel, and materials. Proliferatirq redundant and underused
resources has resulted in such mainterance costing more than
necessary. Becommendations: The Secretary of refensv shculd
either desiqnate or establish a sinqle marager over aircraft
depot maintenance. This single manager should te r,&cnsible fcr
managing resources, wcrkloads input by the military services,
dnd maintenance of workloads performed by the depots. The
military services should continue tc Le responsible toe
determininq their depot maintenance needs. There should be such
technical interfaces between the services and the single aizaager
as Eervice assignments to the depot maintenance orgahi!7aticn.
The manaqer should be required to develop a master plan and
program as the basis for future actions toward optimum matching
of resources with requirements, peacetime and wartime
operations, and efficiently sized military depots; iaplenent
unifors cost accounting and maraqement L£icrmation systems for
all aspects of aircraft depot maintenance; and manaSe aircraft
depot maintenance consistent with the master Flan. (Author/SC)
