         The Office of hanagement and Eud§it (CMB) has cirected
Federal aqencies to use work measur set syatems, when
available, in preparing their fiscal year 1979 Zero Ease BudgEt
(ZBB) submissions. Without reliable work measurement systems,
budqet reviewers cannot review, evaluate, and set 2EE priorities
&rom well-supported staffing requirements. Therefore, &9encies
may be employing toc many or too few employees to suifcrt their
missions. A review was conducted of five agencies which CMB
desiqnated as having the best ZBB suhmissicrs--the Envircnmentai
Protection Agency, the Aray Corps cf Engineers, the United
States Information Aqency, the International Bev' nue Service,
and the National Aeronautics and Space Administratic.
Findinqs/Conclusions: The agencies revieued varied considerably
in their use of work measurement systems tc deterfine staffing
requirements. The qeneral attitude amcrg these agencies was that
the use of work measurement systems to support staffing
requirements is not mandatory. They have not received any
spe'-ific guidance from CMB idsntifyiig those areas which are
susceptible to work measurement. Since they do not believe that
establishment of work measurement systems would be ccst
effective, these agencies generally dc not have any immediate
plans to develop such systems.  Recommendations: Tte Director c:
QMB should: identify areas where work seastxement systeaz are
applicablc and cost effective and enfcrce their use, clearly
specify the functions Dr elements of agency responsitilities
where use of work measurement systems tc sufort staffing
requirements is optional, provide agencies with assistance in
developinq work measurement aystems ard enforce their use as
planninq tools, and monitor the reliatility of agency wcrk
measurement systems. (RRS)
