          A survey on the feasibility of establIshing intEragency
pools of clerical perscnnel to help meet the needs of Federal
aqencies for short-term clerical help indicated that it is now
time to qive the coticept a fair test. The need toy short-term
helF appears siqnificant, the demand statle, the co¢cept proven
in the private sectcr and in the State of California, and the
potential for success in the Federal Government good. The
Chairman of the C.vil Service Commission (CSC), in cooperation
with the Director of the Office of Maragenent eod Eudget, shoulu
clarify whether additional legislation is needed leicre this
concept can be pilot tested and, if needed, propose legislation
to authorize a pilot-testing proqram. The Chairman should then
desiqnate a location and an agency tc act as the central pool
manaqer and pilot test the concept to furtler estatlish demand
and te ,sibility. The CSC Chairman should also zequize: regional
offices to more effectively screen applicants for interest and
availability, aqencies to evaluate the perfcrmance of temporary
workers and provide CSC with this information, and regicral
offices to make the perfcrmance evaluation information avall&ble
to other Federal aqencies. (SC)
