         Since 1969 the Law Enforcement Assistance
Administration (LEAA) has awarded ovcr $5 billion tc State and
local governments to reduce crime and delinquency. There have
been various attempts to evaluate the impact and effectiveness
ot programs r(ceivinq these funds.   findinqs/Ccnclusicns:
Evaluation artivities of LEAA and the States have been
inadequate to meet planning, decisionmakiug, and policysaking
needs of many users ccncprned with the iLtergqcvenmental block
grant crime control progLam. For example: the amount and types
of evaluation work have not been adequate, the quality of
evaluation work was questionable, evaluation inforuaticn needs
of use:s were not being met, resources allccated for evaluation
were inadequate, organization of evaluation functions lacked
direction and effective management ccmtrciL, and better
coordination of evaluation program efforts was needed. LEAA
should place greater emphasis ucon building evaluation into
programs and projects before they are started at the Federal,
State, and local levels, and exercise greater leadership.
recommendations: The Congress should ccnsider expanding iLAA's
research, development, demcnstration, and evaluation rol*4, with
greater involvement from 3tate and local governments. The
Attorney General should direct LEAA tc kxcvide for substantive
irvolvement ot State and local officals in for|,!.ating
edaluation policies, quidelines, and requirements. Such efforts
should include establishing an evaluation coordinating committee
and assessing evaluation information feedback needs of States
and locdiiti-s periodically. The Attorney General Psculd direct
the Admil.istrator of LEAA to: provide for the crgani~ational
placement ot evaluation responsibilities minimally at the Deputy
Administrator level and prcvide for additicmal resouices for
evaluation tunctions; increase the priority emphasis of
