         The Tokamak Fusion Test Reactcr pxcject is the
Department of Energy's (DOE's) largest single effort in trying
to bring about an eyperimental fusicn ;over reactor. The
completion date has changed from June 1980 to Parch 1982, and
the estimated cost has risen from $215 million to $239 aillion,
excldsive of costs to te fuvded frc cperating expense
appropriations. Althouelh the project is depenlent u~cn capital
and operating funds, rOE has limited p:oject definition to
capital funded activities. The current total estiuated cost to
complete :he project is $3E7.6 millic¢, including 1148.6 million
# u- funded from the operating budget. The total cost cf the
PLoJect is not readily ascertainable because the DOL relcrts
only the capital funded portions when presenting project cost
data. iae DOE should provide the Congress with alL estimated
costs associated with the project. Also, alternatives should be
presented outlininq the effects on cost and schlule if stated
