         The military seriices have a choice of either inpgradlng
their onbase sewage treatment facilities or ccrtracting with
civilian sever system authorities fox sewage treatment. from
iiscal year (FY) 1972 to F! 1979, the services requested $169.7
million in military construction funds for 146 projects to
upqrade onbase facilities and S71.3 sillict for 41 projects to
join civilian systems. Findings/Conclusions: the choices Nere
often made without analyzing relative costs and benefits. the
Navy and Air Force will pay more for icining civilian systems
rather than upgrading onbase systems. 2he Army was primarily
influenced by requirement for seccndary treatment. Some tases
did not have adequate data on ewage capacity needs which are
used in determining taeir share of construction costs ftr
civilian systems. One base is paying its .cnstruction share
usinq operation and maintenance funds instead of military
co-struction fvnds. This will increase the cost of participation
ani reduce oversight. In contracting for civilian systems, the
services sometimes did not comply with requirements for
certified cost or pricing data nor obtain contract pricing
reviews. The Department of Detense was revising instructions
related to economic evaluation of projects and was directing
components in review compliance with requirements.
Recommendationa: The Secretary of Defense ahould require
contracting officers to support treatment capacity purchases
