Authority: Impoundment Control Act of 1974.

         The President's ninth special messaqe for fiscal year
1978 pursuant to the Ispoundment Conticl act of 1974 proposed a
rescission of $48 million in budget authority for the military
assistance proqram, three nev deferrals totaling $8.1 zillion,
and revisions to three previously prccsed deferrals. The period
during which funds may be withheld pending congressional
consideration of a rescission bill will end July 29, 197e. The
reserve for rescission of military assistance funds was
established April 28, 1978, 37 days tefore it was reforted to
the Conqress. Reserves established pursuant to the act should be
timely reported. Proposed deferrals under the Department of
Commerce were as follows: Regional Action Planning Coemmisslons--
Reqional Development Programs; and Maticral Oceanic and
Atmospheric Administration -Operations, Research, and Facilities
and Fishernen's Guaranty Fund. Other Ftopcsed defertals were:
Department of the Interior, Heritage Conservation and Recreation
service-Land and water Conservatior Fund; Deartnent of the
Treasury, Office of the Secretary--hatirecessicn Financial
Assistance Fund; and Department of Agriculture, Forest
Service--Licensee Prograss. (HTV)
