         The Privacy Act of 1974 provides certain safeguards tc
individuals against invasicn of privac) b) requiring Federal
agencies to estabiish rules and procedures tur sairtaining and
protectinq personal data in agency reccrd systems. As of
December 31, 1976, Federal agencies had 6,753 systeus cf records
which contained 3.85 billica records atout individuals, and
operating costs relevant to the act fcr the year eDded September
30, 1976, were an estimated $36.6 million.
Findings/Conclusions: Agencies are making a ccrcerted effort tc
implement and comply with provisicnz cf the act, but
improvements are neaded. Three systems o recoi:ds had not keen
published in the Federal Register, btt action as being taken to
comply with this requirement. In several instances, forms used
for collectinq information from individuals did nct ¢cotain
required notices about intormation disclosure. According to
officials, a policy of providing access to intcrmaticn was
followed, and data identifying confidential sources of
information were deleted. Agencies must keep an accurate
dccounting o4 statistics for certain disclosures, and the
accounting must be available to the sutject ufcn request. The
estimated cost for aqencies to acccurt fCr disclosures tor the
year ended september 30, 1976, was $3.4 millicn. The adequacy of
disclosure acco Atinq could 1ot be readily determined because of
the methods usco. Mieductions in pa~.Fej:WOtK and Etaff time might
be achieved by eliminating duplication and changing certain
accounting procedires. Emplcyees were receiving Privacy Act
traininq, but the adequacy o training was nut tully e   .Juated.
Recommenlations: The Ortice- of Managesent and Eudget should:
encouraqe heads of departments and aqErcias tc revieb
periodically the manner in which requiremEnts of the act are
