          The Departments ok Agriculture and Health, Education,
 and Welfare (HEW) developed and submitted to the Congress a
 joint proposal for a comprehensive hutritionaA Status c¢nitoring
 System (NSMS) which recognized that there was no adequate
 national nutrition survillance system and proposed to institute
 one. An effective surweillance system should: promptly identify
 nuttitional needs; pinpoint, within narrcw geographic
 boundaries, specitic tarqet groups with rutritional needs;
 predict future areas of nutritional ccncern; and provide data
 which Federal aqenci's can use to monitor the effectiveness of
 Proqrams for various population groups. A number of weaknesses
 exist which preclude current prograLs from functioning as an
 effective surveillance system: (1) the systems are not always
 specific enouqh to identify problems b) narrow geographic areas
 or do not alwavs include important population groups; (2) the
 systems do not produce information in a timely manner; and (3)
 the systems do not proviud ivformat.ton adequate for evaluating
 the effectiveness of proarams designed tc improve nutritional
 health. The proposed NSMS consists of four interrelated Alegents
 to determine nutritional and dietary rtatus, nutritional quality
 of foods, dietary practices and knowledge, and tLe impact of
 nutrition intervention programs. There are fuuz major areas of
 concern with tha NSMS proposal: lack of specificity and
 agreement between the Depa.Ttment of Agriculture aiid HEW; lack of
 aqreement on the collaborative, dicennial survey; the role of
 the system in proqram evaluation; and the inadequacy of the
 coordination mechanism. The Ccngress should designate either
 Aqriculture or HEW as the lead agency for nitrition intelligence
 qatherinq, and an outside party should be felected to conduct an
independent peer review of the program. (BBS)
