Both a manual and a computer-assisted search was
conducted of U.S. laws to determine the provisions that provide
for distribution of Federal funds to State and local
jurisdictions under established Federal programs. The best
apendium of such infcrnation is the Office of Management and
budoetfs Catalog of Federal Domestic Assistance. The legal
research identified only three statutory prcvisions imposing Buy
American-type restrictions on procurements ty State and local
authorities: the Rural Electrificiation Act, as amended; the
Public works Employment Act of 1977; and the Clean Water Act of
